Mike November, CIA station chief in Venezuela, helped Ryan and Greer escape a riot on their last trip. James Cosmo, Peter Guinness, Nina Hoss, and Alexei Mavelov join the cast. Cosmo, Guinness, Hoss, and Mavelov play Luca, Petr, Alena, and Alexei.

Betty Gabriel replaces Marianne Jean-Baptiste as Chief of Station Elizabeth Wright. Michael Pea will play CIA operative Domingo “Ding” Chavez in Season 4 and at least one episode of Season 3. Chavez spin-off talks are underway.
