			<content:encoded><![CDATA[<p>The battle over the issue of Charter Schools in NYC, has opened a new front in a proposal to create a school run by the the <a title="Success Academy" href="http://www.successacademies.org/index.cfm">Success Academy</a> in Cobble Hill.  The decision to accept the proposal is the subject of a hearing tonight, as reported by the <a title="Teachers union to load buses with parents opposed to Brooklyn charter school, take them to Queens meeting" href="http://www.nydailynews.com/new-york/teachers-union-load-buses-parents-opposed-brooklyn-charter-school-queens-meeting-article-1.991211">NY Daily News</a> and the <a title="Vote Set on Cobble Hill Charter School" href="http://www.nytimes.com/schoolbook/2011/12/14/vote-on-cobble-hill-charter-school-tonight/?scp=4&amp;sq=Cobble%20Hill&amp;st=cse">New York Times</a>.   Controversially, the hearing will be held in Newtown High School in Elmhurst, Queens.  Adding further controversy, proposed charter school will be sharing a location with both <a title="Brooklyn School for Global Studies" href="http://www.myglobalstudies.com/">Brooklyn School for Global Studies</a> and the <a title="School for International Studies" href="http://www.s4is.org/">School for International Studies</a> 284 Baltic Street.   Is this a good idea for parents, children, and the neighborhood?</p>

			<content:encoded><![CDATA[<p>More information is now available on the <a href="http://brooklynheightsblog.com/archives/30865">deal on Brooklyn Bridge Park funding</a> announced yesterday.  Under the agreement, the city will proceed with funding park construction and development of recreational facilities which, according to a press release from State Senator Daniel Squadron, will include &#8220;a temporary pool for at least the next five summers, a Pier 5 recreational &#8216;bubble&#8217; that will make the park usable in the winter, an ice skating rink, two tennis courts, and 2,200 feet of community space.&#8221;  Also, we note that because no request for proposals may be issued for housing at Pier 6 before January 1, 2014, no such request can be issued by the Bloomberg administration, as he will be out of office by that date. Whoever succeeds him as Mayor may not have the same commitment to the idea of funding park operations and maintenance with housing.</p>
<p>Along with Senator Squadron, Assemblywoman Joan Millman and City Council Members Stephen Levin and Brad Lander have agreed to the deal.  </p>

			<content:encoded><![CDATA[<p>Mayor Bloomberg announced this evening that city and state officials plan to sign an agreement tomorrow concerning the funding of Brooklyn Bridge Park that may result in smaller scale housing being built on park land, and may even eliminate the need for the two planned new buildings near the foot of Pier 6.</p>
<blockquote><p><a href="http://www.nytimes.com/2011/08/02/nyregion/housing-deal-for-brooklyn-bridge-park-ensures-parks-completion.html?_r=1">The New York Times</a>: After months of uncertainty over the fate of the popular Brooklyn Bridge Park, city and state officials plan to sign an agreement on Tuesday that would allow limited private housing to be built there, to help pay an expected annual operating cost of $16 million.</p>
<p>The agreement ensures that the park, which now measures 20 acres, will be completed, eventually expanding to 85 acres on five disused piers along the East River. <span id="more-6480"></span></p></blockquote>
<p>According to the <em>Times</em> story, the agreement will allow a building planned for John Street in DUMBO to proceed, but at a greatly reduced scale.  The story does not mention the <a href="http://brooklynheightsblog.com/archives/30660">planned combination hotel and apartment complex</a> on the landward side of Pier 1, for which the Brooklyn Bridge Park Corporation has announced its intention of issuing a request for proposal this month, and which apparently will not be affected by the agreement. </p>
<p>The big news is that the city has agreed to consider revenues from the sale of Watchtower properties as a source of park funding. Under the agreement, to which the Watchtower is not a party, should the Watchtower sell all or some of its properties in conjunction with its planned move upstate before January 1, 2014, the city will consider tax revenue from those properties as offsetting the need for payments in lieu of taxes from the residential buildings planned for Pier 6.  Under the proposed offset formula, according to the <em>Times</em>, it would take sales of 1.5 million square feet of Watchtower property to eliminate the need for both Pier 6 buildings.</p>
<p>State Senator Daniel Squadron, who has been a strong advocate of use of revenues from the Watchtower properties to fund park opeartion and maintenance, and who, under the earlier agreement between the city and state authorizing the city to take over development of the Park, has been given veto power over the construction of housing on park land, is quoted by the <em>Times</em> as saying the new agreement is &#8220;not as extreme as the plan that we’re changing, but a way to build a great new park in tough times.”  </p>

			<content:encoded><![CDATA[<p>Following a lengthy presentation by City Department of Transportation personnel of DOT&#8217;s <a herf="http://www.nyc.gov/html/dot/downloads/pdf/110627_greenway_atlantic_cb2_slides.pdf">proposals</a> for improving access to Pier 6 of Brooklyn Bridge Park, and an even lengthier question and answer session from an audience that filled Conference Room A at Long Island College Hospital, the Transportation Committee of Community Board 6 unanimously agreed to a resolution expressing support for DOT&#8217;s proposed changes, but added (by way of &#8220;friendly amendments&#8221;) recommendations that (1) as initially suggested by <a href="http://www.thebha.org">Brooklyn Heights Association</a> Executive Director Judy Stanton, a light be installed to govern left turns off Atlantic Avenue onto the BQE access ramp; and (2) as suggested by Cobble Hill community activist Roy Sloane, that a light also be installed at Columbia and Congress streets and that truck traffic from Phoenix Beverage, the tenant at Pier 7, be redirected there instead of to the foot of Atlantic Avenue near the park entrance.  The resolution also urged that DOT begin study and planning for a more comprehensive solution to the park access and safety issue, which could include a pedestrian &#8220;flyover&#8221; or tunnel. <span id="more-6436"></span></p>
<p>One aspect of the DOT plan that proved contentious, but was not addressed in the resolution, is the proposed re-routing of city buses, which would no longer discharge and take on passengers at the foot of Atlantic but would be routed onto a loop of roads to the north, discharging and loading directly next to the park.  DOT&#8217;s representative, Ted Wright, argued that this was safer than having people cross a road to get from bus to park or <em>vice versa,</em> and having buses make u-turns at the foot of Atlantic. A representative of One Brooklyn Bridge Park residents argued that this routing would be more hazardous because the buses would cross several pedestrian crosswalks on the new route. He also said that adding city buses to the already heavy tourist bus traffic would increase the safety problem, and would also make worse a noise and air pollution problem.</p>
<p>A major focus of concern was the problem of getting pedestrians safely across the entrance to the BQE on-ramp at the south side of Atlantic. At present, drivers are allowed to make a right on red from 7:00 to 10:00 a.m. on weekdays. Mr. Wright explained that this is because many drivers exit the BQE at Hamilton Avenue and take Hicks Street to Atlantic, where they re-enter the expressway, to avoid traffic jams.  Many of those present urged that this exception to the no right on red rule be ended, but Mr. Wright said DOT was reluctant to do something that could have serious effects on traffic flow.  Asked why DOT has only proposed to study installing a red light camera there to enforce the no turn rule during the times when it is in effect, he said that the state has allowed the city only a certain number of such cameras, and that it presently has the maximum number allowed.</p>

<p>Talking points:</p>
<p>-Many of you have read or heard media reports that the proposed merger with SUNY Downstate is threatened. Everyone involved in the negotiations &#8211;  SUNY, LICH, Continuum and the community – remain hopeful that the merger will go through.<br />
-We have made clear to the State Department of Health and to the Governor’s Office that Long Island College Hospital is a valuable resource to the residents of Brooklyn, and that its closure would have a devastating impact on the health and well-being of hundreds of thousands of Brooklyn residents.<br />
-Over the past two years, our merger plan with SUNY Downstate was reviewed and approved by multiple State and federal agencies. The HEAL grants that were competitively awarded to LICH and to SUNY Downstate are essential to the merger moving to conclusion.<br />
-All the Brooklyn politicians indicated their support as well.<br />
-Former Gov. David Paterson came to LICH last October to announce a HEAL grant of $40 million to support the merger.<br />
-All of the elected officials who came to that press conference agreed that day that the proposed merger will strengthen patient care in Brooklyn, the communities that are served by LICH and Downstate, and further Downstate’s educational mission.  It also will save close to 2,500 jobs.<br />
-This latest development by the Governor and DOH to reevaluate all pending HEAL grants poses a serious threat.</p>

<blockquote><p><a href="http://www.nytimes.com/2011/02/10/nyregion/10hospital.html?_r=1&#038;src=twrhp">New York Times<em></a></em></em><em>: A struggling Brooklyn hospital is making plans to shut down in March after a decision by the Cuomo administration to delay grants to help finance a merger intended to rescue the institution, officials said on Wednesday.<span id="more-6127"></span></p>
<p>The hospital, Long Island College Hospital, on the border of Cobble Hill and Brooklyn Heights, announced in October that it was merging with SUNY Downstate Medical Center, a major public university and medical center, as part of a deal put together last fall by former Gov. David A. Paterson and state health officials.</p></blockquote>
<p>According to the <em>Times</em> story, Stanley Brezenoff, chairman of Continuum Health Partners, which now manages LICH, said the hospital is &#8220;running on fumes&#8221; and doesn&#8217;t have enough cash to last through next month.</p>

<p>On Wednesday, Gov. Cuomo tapped former Brooklyn Chamber of Commerce President Kenneth Adams — a Cobble Hill native — to run the Empire State Development Agency, the state’s quasi-independent economic engine.</p></blockquote>
<p>Adams is the son of Cobble Hill community activist Murray Adams, who has been active in opposition to the use of luxury housing to fund maintenance of Brooklyn Bridge Park. ESDC funds state supported projects through the issuance of bonds, and has been said to have circumvented environmental reviews of projects such as Atlantic Yards. Another Cobble Hill activist and opponent of housing in the Park, Roy Sloane, is quoted in the <em>Post</em> article as condemning ESDC&#8217;s past actions, but as optimistic about Mr. Adams&#8217; appointment.</p>

<p>Chief Cassano added: &#8220;My goal as Fire Commissioner is to build upon the successes of the last eight years and to make the Department stronger and better than ever before.&#8221;</p>
<p>The Chief has served the FDNY as a firefighter, lieutenant, captain, battalion chief, deputy chief, deputy assistant chief and assistant chief. He has been cited for bravery five times for rescuing victims from burning buildings.</p></blockquote>

<p><a href="http://cobblehillblog.com/wp-content/uploads/2009/12/gates.jpg"></a>On Monday, City Council voted to ban security gates that completely shield commercial storefront windows and doors from view (as in the left photo above). The only roll-down gates that are permitted are the type that allow passers-by to see inside store windows (as in the right photo above). Luckily, all businesses affected &#8211; including banks, barber shops, beauty salons, health clinics, dry cleaners, dental offices and retail stores - have until July 1, 2026, to install security gates that allow at least 70 percent of the area they cover to be visible. Any gates installed after July 1, 2011, must comply with the new requirements. A <a href="http://www.nytimes.com/2009/12/03/nyregion/03gates.html?_r=1&amp;pagewanted=all" target="_blank">New York Times</a> reporter decided to see how the storeowners of Carroll Gardens were dealing with the news:</p>
<blockquote><p>Along Court Street in the Carroll Gardens section of Brooklyn, a gentrifying commercial and residential strip in what remains an Italian stronghold, the gradual ban on solid gates &#8211; there are probably tens of thousands of them &#8211; was as well-received as a property tax hike. Not a single owner or manager who was interviewed was aware of the Council&#8217;s vote.</p>
<p>The head-scratching dismay expressed by Pyung Lim Lee upon learning that City Hall had taken a regulatory interest in the rickety old solid gate outside C.H. Plaza Dry Cleaners, 400 Court Street, Brooklyn, N.Y., 11231, was typical.</p>
<p>&#8220;If the government pays, then O.K.,&#8221; said Mr. Lee, the owner of the shop, who was not surprised to learn that the government would not, after all, be covering the cost of a new gate. &#8220;They make law, law, law, and people&#8217;s life is more difficult.&#8221;</p></blockquote>

<blockquote><p><a href="http://www.nydailynews.com/ny_local/brooklyn/2009/11/10/2009-11-10_hospital_deal_smells_rotten.html?page=1#ixzz0WVnqDtZo">NY Daily News</a>: A smelly political back room merger of LICH with SUNY Downstate Medical Center is imminent, unless state Attorney General Andrew Cuomo steps in&#8230;&#8221;In September, the LICH medical staff submitted an alternative restructuring plan to the state Department of Health that we believe would make this private hospital profitable again,&#8221; says Dr. John Romanelli, head of the LICH medical staff. &#8220;We&#8217;ve received no response. Nothing. Instead they seem ready to approve the Downstate takeover, making it a public hospital, without even consulting the medical staff.&#8221;</p></blockquote>
<p>In his column, Hamill alleges that Continuum Health Partners, LICH&#8217;s present manager, has &#8220;cannibalized LICH for the benefit of the network&#8217;s Manhattan mother ship, Beth Israel&#8221; and, according to Dr. Romanelli, &#8220;they are trying to bury the body with this deal with Downstate.&#8221;</p>

<p><strong> </strong></p>
<p><strong>What neighborhood do you live in, and what do you like most about it?</strong></p>
<p><em>I live in south Park Slope (on 13th Street, between 4th &amp; 5th Avenues), and I love many things about it.  I like being able to walk my kids to a great, neighborhood school (they go to PS 107), with an excellent teacher and principal, active parents, small classes, and a commitment to well-rounded education.  That is, unfortunately, too rare in our city, and it is something we treasure.  We love Prospect Park, where we walk, run, bike, play sports, ice skate, have birthday parties, see our neighbors, and get to have a little taste of natural beauty in the midst of our very urban world.  I love the small, locally-owned businesses, where you know the owners and the other customers, that help make it a neighborhood.  I love the diversity of our community &#8212; our neighbors on 13th Street are teachers, an ironworker, a nurse, actors, a restauranteur, writers and artists, you name it.  Finally, we really value living in a neighborhood where so many people share a set of progressive values &#8212; where we agree to invest our time and energy and money in strengthening public &amp; civic institutions (public schools, parks, transit, libraries; non-profit and charitable organizations; etc), where we work together to preserve livable communities, and where we try to make sure that genuine opportunities exist for everyone who calls this city home. </em></p>
<p><strong>Where are you originally from, and how does it compare to Brooklyn?</strong></p>
<p><em>My wife and I have lived in Brooklyn for the past 17 years.  Before that, I lived for a year in Manhattan, a year in London, in Chicago, and originally in St. Louis.  I love Brooklyn for its combination of neighborhood &amp; metropolis &#8212; for the fact that it can sometimes feel that you&#8217;re living in a small village, where you know your neighbors and work to preserve neighborhood quality-of-life, while you&#8217;re right in the heart of the world&#8217;s most diverse and dynamic city.  I don&#8217;t think there&#8217;s any place quite like it.</em></p>
<p><strong>How do you, personally, contribute to your community?</strong></p>
<p><em>I&#8217;ve been working together with neighbors to strengthen our community for my entire adult life.  I spent 10 years as director of the Fifth Avenue Committee, which works to preserve and create affordable housing, help people find jobs and learn English, and organize residents and workers to come together for a better community.  I&#8217;m the chair of the Housing &amp; Community Development Committee of Community Board 6, where I&#8217;ve pushed for a new responsible contractor policy and worked with others to save the school-based health clinics operated by Long Island College Hospital.   For the past two years, I&#8217;ve helped organize the BrooklynPTA.org 5k fun/walk for our neighborhood public schools. I&#8217;m a little-league coach (basketball right now, previously baseball and soccer), a member of a local synagogue, and active in our PTA.  I believe that public service is vital, and plan to put a strong emphasis on promoting &amp; highlighting it in our community.</em></p>
<p><strong>If you could change one thing in your neighborhood, what would it be?</strong></p>
<p><em>For the past two decades, I&#8217;ve been working to preserve and create affordable housing, so kids who grow up here can stay here, so families can afford to live here, so our neighborhoods can continue to be diverse.  We&#8217;ve had some successes, but overall rents and sales prices have risen far beyond the reach of too many families.  One thing I&#8217;d really like to save &#8212; that we are lucky to have, but that is unfortunately under real threat &#8212; are the locally-owned small businesses that line our commercial avenues.  I&#8217;ll work hard to address this issue in the City Council.</em></p>
<p><strong>What is your favorite restaurant/hangout?</strong></p>
<p><em>Wow, really hard to pick one favorite.  For restaurants: Rosewater, Frankie&#8217;s 457, Aunt Suzie&#8217;s, Anthony&#8217;s, Johnny Mack&#8217;s, Dizzy&#8217;s, Daisy&#8217;s, and Jafran (on Church Avenue).  For parks: Van Voorhees (where my son plays baseball and football), Washington Park (formerly JJ Byrne), Prospect Park, Greenwood Playground, and the Red Hook Pool.  For bars: Commonwealth, Abilene, Union Hall.  For only-in-Brooklyn: Buzz-a-Rama (the slot-car racing place in Kensington), the Latin American food vendors in Red Hook, and summer weekends in Coney Island (ok, not quite the 39th District, but still right out the F line).</em></p>

Led by the Department of City Planning, the rezoning aims to protect the row house character of the neighborhood by introducing a contextual zoning district with height limits of 50 feet, and 70 feet where those heights already exist. <span id="more-3059"></span></p>
<blockquote><p><a href="http://www.yournabe.com/articles/2009/10/28/brooklyn/courier_frontpage_cgrezoneapprove.txt" target="_blank">Your Nabe</a>: Borough President Marty Markowitz said the rezoning largely reflects the community&#8217;s desire for limiting building heights to fifty feet. &#8220;The rezoning will go a long way in achieving the community&#8217;s objective to preserve the unique ambience and character of the neighborhood,&#8221; he said.</p>
<p>The Carroll Gardens portion of the rezoning area is generally bounded by Degraw Street, Warren Street and Douglass Street to the north; Hoyt Street, Bond Street and Smith Street to the east; 3rd Street, 4th Street, 5th Street, Centre Street and Hamilton Avenue to the south; and Hicks Street to the west.</p>
<p>The Columbia Street portion of the rezoning area consists of approximately 14 blocks bounded by Warren Street to the north, a line between Columbia Street and Van Brunt Street to the west, Hicks Street to the east and Woodhull Street to the south.</p>
<p>The initiative will map contextual zoning designations, with height limits of 60 or 80 feet, along mixed used corridors of Court and Columbia Streets, as well as other densely built blocks, according to City Planning. The plan also seeks to reduce the depths of commercial districts to reflect existing development patterns and &#8220;preclude commercial intrusions into residential side streets.&#8221;</p></blockquote>
